ACHIEVEMENTS & PROGRESS UPDATES OF  M & E UNIT

Introduction:

M&E unit of Project Management Unit has been established with the support of Global Fund not only to monitor the grant activities but to support and strengthen the Directorate of malaria. The unit is undertaking the activities according to the approved M&E plan of the grant and the following has been accomplished.

Malaria Information system (MIS):

A robust malaria information System has been developed and introduced in the grant supported districts and being replicated throughout the country in phased manner.

Report flow System:

The MIS is being implemented by the public sector. The data is recorded and reported by the health care providers of primary health delivery system, consolidated at district and provincial level and submitted to federal level for a National report generation.

The federal report generation in the above said system, which is manual, takes about 18-28 days.  In order to overcome this delay and meet the requirement of Grant reporting an alternate report flow channel (through SR) has been adopted.

SR role in data flow system:

Sub Recipients of grant has set up an infrastructure up to the district level to ensure optimal monitoring hence quality implementation of the grant interventions. An additional report flow mechanism has been introduced to reduce the time taken for national report generation. The SR representative in the district collect a copy of the report (FM-2 and 3) and submit it to its head office electronically where it is consolidated and communicated to Principal Recipient (PR), hence reducing the national report generation time to 5-7 days.

Structured Monitoring & Evaluation:

Monitoring & supervision, a corner stone of any project is aimed to ensure the quality and timely implementation of the interventions. Monitoring & Supervision of the inputs, process and output indicators of the grant specific activities have been made structured. Standard checklists have been developed and are being used by Monitoring Officers at all levels (PR, SR, Public sector monitors). Structured monitoring has ensured uniformity and comprehensiveness in reporting and consolidated and effective feedback, rendering timely trouble shooting possible hence ensuring quality implementation.

Public sector involvement in Monitoring & evaluation:

Public sector officers/ officials are being actively involved in Malaria Control activities i.e.  Planning, implementing and monitoring of malaria curative and preventive services. They already have pivotal role in malaria Control activities and this is being achieved optimally.


Monitoring Tiers for R-7 Malaria Grant

Monitoring frame work / policy:

Keeping in view the importance of monitoring in quality and timely implementation of grant interventions a comprehensive Monitoring policy has been developed and  being followed . The salient features are as under;

Cost sharing monitoring visits:

PR, Federal and provincial level monitors are usually accompanied by the SR representatives during the field visits which help in reducing the monitoring cost per person.

On site trouble shooting:

Joint visits of PR/ federal/ Provincial and district monitors with SR representatives ensures on site trouble shooting.

De-briefing sessions:

Monitors from all the three tiers are supposed to convene a de-briefing session with the implementers (SRs) and other stake holders at district/ provincial level.

Use of Structured monitoring tools:

This ensures uniformity in monitoring. The checklists in this regards have been developed and monitors at all level use these checklists. This facilitates regular feedback by the M&E unit of PMU.

Monthly review and coordination meetings:

 Review meetings are being conducted on monthly basis in second week of every month by PR. The meeting are attended by SR representatives, Programme M&E , PSM and finance unit of PR and chaired by Director DoMC. Monthly progress updates and bottle necks are discussed. Pending issues identified during monitoring visits are discussed. This meeting provides an excellent opportunity for experience sharing. Policy decisions, if required are made agreed upon and shared among all the stake holders.
